after extracting move folder into xampp htdocs folder with your folder like .
url-shortner  in htdos.

Then open the folder in any code editor like VS Code 

in this open Config/db.php  file and use and update your own database details and $base_url  and $site_name  with your domain 

after this your website is ready to use
